Broad-spectrum mineral UV filter — safe on skin; avoid inhaled forms (sprays/powders)
Titanium dioxide is a well-established physical UV filter approved in EU CosIng Annex VI at up to 25% in dermally applied products; the SCCS has repeatedly confirmed it poses no risk when applied to intact or sunburnt skin. Its GHS H351 carcinogen classification applies exclusively to inhalation of fine powder particles — a route irrelevant to lotions and creams — and epidemiological studies have not confirmed carcinogenicity in humans at any route. The EU Cosmetics Regulation therefore restricts (not bans) TiO₂ powder in spray and loose-powder formats, while leave-on and rinse-off topical use remains fully permitted.
On the plus side
Broad-spectrum UVA/UVB mineral filter — reflects and scatters UV radiation to protect against sunburn and photoaging; nano-form provides transparent, elegant finish on skin.
